The production committee system has long supported Japanese cinema by spreading risk and fostering collaboration among business partners. At the same time, scaling production budgets, expanding internationally, and rewarding creators require innovative financing models that involve external investors and financial institutions.
In this session, we examine film funds as a viable path beyond the committee model, assessing their real-world potential and persistent challenges. From the perspectives of production, finance, law, and content financing, we will explore investor participation, risk sharing, governance, transparency, profit distribution, the use of debt, and returns to creators.

日本映画を支えてきた製作委員会方式は、リスク分散や事業者間の連携に大きな役割を果たしてきた。一方で、製作費の拡大、海外展開、クリエイターへの還元を考えるうえでは、外部資本や金融機関を巻き込む新たな資金調達の仕組みも求められている。本セッションでは、映画ファンドを製作委員会の課題を乗り越える選択肢として捉え、実際に何が可能になり、どのような課題が残るのかを検証する。制作、金融、法務、コンテンツファイナンスの視点から、投資家参加、リスク分担、ガバナンス、透明性、収益分配、デット活用、クリエイター還元の可能性を議論する。
